Whoa…This statement is false, premature, and a violation of law, and we are, frankly, surprised the superintendent took ownership of it. The position of ETF “ and its continuance and its staffing formula “ is a matter of collective bargaining. We are right now bargaining over the position itself, and the ratio of ETF’s to SPED students. We have not completed bargaining yet.
While we typically do not announce the details of the day-to-day negotiating process, in this case it is instructive. We proposed to the School Committee a new ETF/SPED student ratio. They proposed to us the elimination of the position. We then modified our proposal as a counter-offer to their proposed elimination of the title and we are awaiting their response to our counter-offer. There is no agreement yet or impasse on this issue.
Therefore, for the Superintendent to portray this as if the elimination of ETF’s is an accomplished fact is inaccurate and its dissemination directly to our members contrary to the School Department’s legal obligation to negotiate in good faith at the bargaining table.
